On 31 October 2019, the Permanent Mission of the Czech Republic to the United Nations in New York and the Council of Europe Committee of Legal Advisers on Public International Law (CAHDI) organised a side-event in the framework of the “International Law Week” of the UNGA Sixth Committee at the United Nations Headquarters in New York on the topic “The CAHDI and its Contribution to the International Law Practice”.

The members of the panel were Mr Petr Válek, the Director of the International Law Department at the Czech Republic’s Ministry of Foreign Affairs and Chair of the CAHDI, Professor Pavel Šturma, Chair of the International Law Commission, and Ambassador Emil Ruffer, Permanent Representative of the Czech Republic to the Council of Europe (CoE). Mr Jörg Polakiewicz, Director of Legal Advice and Public International Law at the CoE moderated the side-event.

The Chair of the CAHDI, Director Válek, presented to a full conference room the CAHDI’s activities and concrete results, including publications such as “CAHDI Contribution to Development of Public International Law: Achievements and Future Challenges”. Professor Šturma’s presentation focused on cooperation between the International Law Commission and CAHDI. Finally, Ambassador Ruffer shared practical information on the possibility of obtaining observer status to CAHDI for non-European UN members. In the discussion that followed, a number of states expressed their appreciation of various activities of the CAHDI, a Committee which forms a wide network of legal advisers and thus contributes to the development of international law.

On 23 May 2019, on the the 50th anniversary of the Vienna Convention on the Law of Treaties, and in celebration of 100 Years of Multilateralism in Geneva, the UN Library Geneva hosted in the Legal Reading Room a special exhibit of League of Nations Archives, UN Archives, and Library collections for members of the International Law Commission. Remarks were delivered by Francesco Pisano, Director of the UN Library Geneva and Pavel Šturma, Chair of the ILC.

On 29 April 2019, Professor Pavel Šturma was elected Chair of the International Law Commission at the beginning of its 71st session. This is a great success and recognition of prof. Šturma’s work. The election shows high respect commanded by prof. Šturma among international law experts. It is also a great success of the Czech Republic and its science of international law.

Professor Šturma teaches at the Faculty of Law of Charles University in Prague, where he is also head of the International Law Department. He was elected member of ILC for period 2017-2021. Before that he was already member for period 2012-2016.

The International Law Commission was established in 1947 to encourage the progressive development of international law and its codification. It is composed of 34 experts elected by UN General Assembly. The ILC holds annual sessions in Geneva where its members discuss various topics from international law and thus encourage its development. In past, the ILC prepared many universal treaties, e. g. in the field of diplomatic law or the law of treaties.
